adlee-was-taken f8ed7a4150 test: make admin snapshot and local-dispatch config tests independent of local_energy.enabled ...

Patches the seeded_client fixture and the two raw-dict construction tests
so they explicitly set local_energy.enabled=False instead of relying on the
deployed config file. This keeps the suite green when the working tree has
metering enabled.
